I was giving you the chance to possibly wake them up before actually going to the actual tournament location and THAT is where they would meet up with Ruby and Sapphire. There isn't much need for him to be in the Pokemon Center because they've all already registered.

*ahem* mad one TINY tweak to your post. Blue is up IN the battle arena with all of the other Gym Leader while Red, Seishin and the other would be down lower on the ground surrounding the arena. I just made it Green instead.

Alright, before we go any further in this tournament I think we need to take a minute to hammer out HOW exactly it works a little more. I think I figured out a system that should world while still making it possible for Red, Blue, Green, Gold, Ruby, Sapphire and Seishin to all conveniently be in the same place.
 
The tournament will be broken up into four Blocks (A-D) and take place in two different Stadiums (1 and 2) that are separated by a wall, but still side-by-side and have a Video Feed with each other. The Blocks will break down like this:

**Ore, as a late entry and having the fewest trainers representing it, is spread out among the four Blocks


If you have any objections, or a better way to organize this let me know, but I think this is about as even as I can get it: Each Stadium has 20 Gym Leaders between it's two housed Bloacks and Stadium 1 has 5 of the 9 Cipher Admins since most of "the good guys" are there, while the remaining 4 are in Stadium 2.

....I hope this all makes sense and, PLEASE, feel free to help out with ANY of the Cipher Admin NPCs. I know you haven't played Pokemon Colosseum, (right?) but I won't whine about how they are portrayed. All you have to do is look them up on Bulbapedia and take note of their on-hand Pokemon (Specifically their Shadow Pokemon) and you're good to go.

Two things. One: Is this the same Wallace as in, Wallace Cup, or a different Wallace. Two: I never actually planned on having Riley as a competitor, merely a spectator.

Also, I'll help out where I can. But yes, I've never played Colliseum, so I won't really know what I'm doing with any of them, unless they're just generic Admins, like the ones from Team Flare. Usually, the named Admins have a specific personality. I guess I could always just look up footage of them...
